Delivery schedules will be coordinated and refined. Incentives will promote fuel efficiency and cooperation for sharing existing freight capacity. Companies will be encouraged through a permit system and other incentives to collaborate to develop new storage and shipping efficiencies to reduce costs and delivery traffic on the region's transportation infrastructure.
